APSC Membership Policy
Document Precedence
If any of the provisions contained in this document are inconsistent with those contained in the Bylaws, Articles, or the Act, the provisions contained in the Bylaws, Articles, or the Act, as the case may be, shall prevail.

Types of Membership
Senior Memberships
Senior members are entitled to one non-divisible vote at all meetings of members of the corporation. The senior members attached to a particular mooring shall decide, from time to time, which member among them shall cast such vote. Each membership consists of a member and family members. Family members are immediate family, meaning spouse, spousal equivalent and children who live together or are dependent.

Consortium members and the senior sailor are entitled to a single vote at members’ meetings

Each mooring can have at most three consortium members associated with it.

Junior Memberships
Junior members are not entitled to a vote at meetings of members of the corporation. There is no initiation fee to the Junior Memberships. Junior memberships last for one season based on payment of annual membership dues, and are automatically renewed each year the program is running. Failure to pay dues by the deadline risks forfeiting space in limited Junior memberships.

Space for one paddle craft storage in the dinghy compound and access to all club facilities and events.

Dormant members shall not be required to pay a second initiation fee if they return as active members, providing they have paid annual dormant fees for each year they have been dormant.

Lifetime members are not required to pay an annual fee as their memberships have been gifted by the board

Probationary Period
Given the possibility that expectations regarding the member’s conduct may not be met, every new member in the club will be considered probationary for a period of 3 months after the later of either the date that the member is accepted, or after the docks are put in. If a member is accepted after July 15, if necessary to complete the three month period before docks out, the probationary period can continue to completion after docks-in the following year.
Initiation Fee Refund
If it is determined that a member should be terminated during the probationary period of their membership, 50% of the initiation fee shall be refunded. However, unless a member is contesting the decision of the Board of APSC to terminate the membership, if for any reason a terminated member’s boat remains on a mooring, or a member’s property remains on APSC grounds after the established termination date, the total initiation fee shall be non-refundable.
Similarly,

should a contesting member not remove his/her boat and property from the club grounds and mooring basin before the end of the 14 calendar day period after the resolution of the appeal has resulted in a continuation of the decision to terminate the membership, or
-
if, in the opinion of the Board, should a member not cooperate in resolving the issue before the end of the 14 calendar day period after the notification of the appeal, then the total initiation fee shall be non-refundable.
Annual Mooring Fee Refund
Regardless of which party terminates the membership, 20% of the required annual mooring fees shall be deducted from the annual mooring fees paid and be considered non-refundable. The remaining portion of the annual mooring fees paid shall be prorated and refunded with the following considerations:

The sailing season shall be considered to be the months between April 1st to November 30th.

Annual Mooring fees are payable for each full month starting at the 15th of each month, or part thereof, during which the member has been assigned a mooring or has a boat moored, or has property on the APSC grounds.
Work Hour Fees
Regardless of which party terminates the membership, work-hour fees for any uncompleted work-hours will be owed, and subtracted from any refunds.
Termination of Membership
If either a Senior Member or Junior Member is found to be in violation of club bylaws or policies, they may have their membership terminated by a majority vote of the APSC executive, pursuant to the club bylaws.
Senior Member Refund
If a senior member, once the probationary period is over, decides, or is asked, to leave APSC after the annual mooring fees have been paid the following refund schedule will apply:

Initiation Fee Refund. There will be no refund of the initiation fee.

Annual Mooring Fee Refund. If a senior member has decided, or has been asked, to not return to the club before docks-in and after having paid the annual mooring fee, the annual mooring fee paid shall be refunded in its entirety.

If the member has decided to not return to, or remain in, or has been asked to leave the club after docks-in, regardless of whether or not he/she has moored his/her boat in the basin, 20% of the required annual mooring fees shall be deducted from the annual mooring fees paid and be considered non-refundable. The remaining portion of the annual mooring fees paid shall be prorated and refunded with the following considerations:

The official date of termination of the membership shall be the latest date of either notice advising that the membership is cancelled, or the date that the member’s boat is taken off the mooring and out of the basin, or the date that all other property of the member has been removed from the club grounds and mooring basin.

The remainder of the annual mooring fee shall be prorated over the sailing season considered to be from April 1st to Nov 30th and the fees are payable for each full month starting at the 15th of each month, or part thereof, until the latest date as per section i) above is met.

Contrary to section b above, if the senior membership is terminated after July 31, there will be no refund of the mooring fee.

Work Hour Fee Refund. Regardless of which party terminates the membership, work-hour fees paid shall be refunded only if the work hours are fully completed.
Membership Dues
Membership fees, initiation fees, mooring fees, assessments and similar obligations ("assessments") may only be levied if authorized by a majority of directors. Notice of assessment shall be mailed (or e-mailed) to each member.
Additional Mooring Balls
At the discretion of the board, when a member gets a second boat, they will be given 1 month's free mooring. Remaining months of the season, or additional boats will be charged at $150/month. All boats must comply with mooring requirements including valid insurance.
Access Regulation

Car access shall be used only by Senior Sailors, Consortium, or Fleet Members, on the following terms and conditions:

Access by vehicles to and from the licensed area shall be made only through the main entrance gates to TTP. Vehicles are not allowed access from 9:00 a.m. to 6:00 p.m. on Saturdays, Sundays, and statutory holidays, with the exception of two vehicles belonging to the duty officer and the cart driver to be used for emergency purposes only, to be stationed in the designated parking lot. All other vehicles must be removed during that time i.e. no vehicles may be left on the club property during weekends.

Members may access the club on permitted days between April 1st and November 31st.

Members will be permitted vehicle access and parking on their leased lands during permitted hours:

by using the key provided.
-
By displaying a club issued vehicle ID sign visible in the windshield.

The speed limit for permitted motor vehicles on the spit is 18 km/h. Motor vehicles must give the right of way to pedestrians and cyclists and avoid conflict with park users.

The main entrance gates shall be kept locked at all times (except during periods when TRCA's staff are on duty at the gates) by means of a locking system agreed to by the TRCA.

All vehicles shall be parked in our designated car park area only. The clubhouse "front yard" is for loading and unloading purposes only.

Keys for the gates are issued to members remain the property of APSC. Keys are for the exclusive use of the members.

Club facilities are controlled by combination locks which may be changed from time to time for security reasons. The combination is for the exclusive use of the members.
